base (adj)

Hi,

I sometimes see this sentence: He acted from base motives.

Do base (adj) and basic (adj) have the same meaning (in this sentence) and are they interchangeable? If not, please tell me the difference btw them?

Could you tell me the meaning of base here?

Thanks
