"Barely" is basically an adverb. You are right it means just, hardly, marginally, narrowly, scarcely and slightly.

It can be used in 2 ways

1. by a small margin
2. in a sparse or scanty way

Examples:

We barely spoke the entire time we were in the car.

They could barely hear the speaker.

Sorry, dimsum, but that's not correct.

If you say "We hardly have enough money to cover the utility bill" it means you have just enough to do it. It doesn't mean you can't even come close to the amount on the utility bill.

We barely have enough = We hardly have enough. You do have enough, but you don't have much more.
