Bare infinitive after “say”?

The first thing I say is make sure to choose a local company.

Hi. Someone asked me about this sentence. I’m wondering why we can use just “make” here? I know we can use bare infinitive after the verb “do”. But using bare infinitive after “say” seems wrong to me.

Please help me understand this grammar point.
