Could you tell me whether the first thing (with Birthday greetings in Russian) is called a billboard and the second one (with New Year greetings in Russian) is a banner, or are they both banners?

A billboard is a large fixed advertisement sign placed near a busy road. A banner is usually made of cloth, carried by people in a parade, or in a sports area, or above a stage.
