Bandied about

In grammar-talk, these labels are bandied about to make it easy for you to hate grammar.
I read the above at englishessaywritingtips.com.
Please explain to me the grammar and meaning of "bandied about". Is it a phrasal verb or a separate meaning here for bandied and about? How to differentiate phrasal verbs from preposition or adverbs?
Thanks
Jignesh
