Could you tell me what a ballot argument is?

Hi, I've never heard this term,but here's what I think it means. In some places (eg California) propositions for new laws can be placed on the ballot used in an election. People then vote 'yes' or 'no'.

I don't see it as a legal term. It's simply an argument for or against a proposition which voters will decide upon in an election.
