Balance

Can I say "Balance speed and quality"?
I'm translating an app, and there are three options.
1. Best speed(fastest) but low quality.
2. Balance speed and quality.
3. Best quality but takes long time.

I'm wondering if #2 is grammatical.

For the sake of parallel structure, if it's important, I would make #2 balanced speed (adj + noun as in best speed and best quality).
