bailiwick

It depends on the context. National Foundation Day is a Japanese holiday. A national foundation is a (usually) non-profit organization with federal government support or a nationwide bailiwick.

I think (federal government) is central government in this context.

But I can't understand (bailiwick from dictionaries in this context). Please you explain it.
