Can you say that an apartment is badly laid out?
What odes it mean and is it the correct way to say it?

Yes, that's good. An apartment is well laid-out if all its parts, the kitchen, the living area, the sleeping area and so on, all fit together well and they feel comfortable to live in

If it's badly laid-out then it doesn't feel right. It might mean that the person who planned it didn't put enough thought into it
