Bad teacher

a: I'm not good at math. My teacher says I have to improve.

b: He says that? Maybe it's him that's a bad teacher.

a: No, Mom.


1) Is the sentence natural? (I'm not asking if it's grammatically correct)

2) If yes, which one of "that's" (as used) and "who's" would be more natural?
