Bad logic or bad grammar?

"Lula said that Brazil should be made a permanent member of the United Nations Security Council, the small body that holds the trump card in the U.N.'s deliberations."

- Nicholas Lemann in the current New Yorker.

Does anyone else find this awkward?

I take it to mean that they collectively hold the single/only trump card.

It seems "contextually" wrong. Or perhaps it's just the wrong metaphor.

But factually, doesn't each member of the council hold his own trump card, or veto power?

Shouldn't it be "the small body that hold the trump cards"?
