Bad equilibrium

It's about - Why to justify public debt. Can you please explain what is equilibrium here? The last one again, which is more relevant for countries like Italy and the U.S at this point, is if you were in not the bad equilibrium, the notion that you could be getting through a high rate risky, that because of the risk of default it's not fiscal austerity is not the way to go you have to think about other approaches
