Bad at something, how about someone?

I believe that we can say somebody is bad at something which means he is not good at something e.g. he is bad at music , which means he isn't good at music.

I am thinking how to express someone treating another one badly?

He is bad at me? (I think it's obviously wrong)

He is bad to me? (I never see "bad to")

Yes, it sounds wrong.

To me this seems possible, but it is not a very common way of expressing the idea. A more common way would be your wording, "He treats me badly".
