Backshifting

Hi

Do we need to backshifting with 'I was going to' as in:

I was going to ask you what you had decided. ?

Also, what's the difference between 'I was going to' and 'I wanted'?

I wanted to say hello but I forgot.
I was going to say hello but I forgot.

They are interchangeable in some cases, aren't they?
