Backshift

1-He said that the apartment he had lived in had had creaky floors.

Does this mean:
a-He said:"The apartment I lived in had creaky floors."
(The floors were creaky when he lived there.)
or:
b-He said:"The apartment I lived in had had creaky floors."
(The floors were creaky before he started living there but were repaired before he moved in.)
