Backing remains murky

Hi teachers,

In Pakistan, local authorities began making arrests, though Shahzad's backing remains murky.

Does that mean those was controlling / supporting Shahzad remains unclear to the authorities so they couldn't make arrest of the source?

When you say: Do you see the "source....."? Do you mean "believe", "think"? If so, then I think "the source" may mean "Taliban leaders" or "fanaticism" and they do have power over his followers.
