Back-shifting not necessary when has an if-clause or adverb starting with "when"?

Hi. I think I have seen many sentences in writing that are not back-shifted eventhough the cases involved reported speech. Is it correct?

eg,

He said he had it in mind when he wrote the book.

I think I have seen many sentences in writing that are not back-shifted eventhough the cases involved reported speech. Is it correct? Yes. Such a sentence is usually understood easily.

eg,
