What does 'back peddles' mean here?

In your sentence, "back pedal" means something similar to "retreat". Additional context would be helpful here, but sounds to me as if he either changes the subject (i.e. a sort of "retreat" from the topic at hand), or possibly he retreats from the conversation and just doesn't say anything.
