B : I see an eagle looking down at me.

A : What do you see?
B : I see an eagle looking down at me.

Here in the sentence, 'looking down at me' functions as a short version of 'which is looking down at me' or functions as an object complement like 'dancing' in I see you dancing?

However, I think that both are possible and there is no meaning difference between them.

What do you native English speakers think?
