Awkward Titling, Can You Help?

I'm reviewing a report for a co-worker, and I have a feeling that there is something grammatically wrong with the title she wrote ("Environmental Communications Distributed"), but I can't articulate what the error is, if there is one at all. Can someone help so that I can properly convey what she should be editing?
