awaiting

OPEC ministers begin meeting in Austria in a few hours awaiting the ministers' decision on what the future level of oil production should be.

Is it "the ministers await" or "the hours await"?

Could you please tell me if the word "awaiting" is properly used in this sentence?

I think the " ministers' " after "awaiting" is not correct.it's redundant.

from where I stand as a reader , the sentense is bearing some type of ambiguity using the verb awaiting , in the first place: awaiting should be replaced by the sort of activity he ministers are due to do in the meeting. After all, it is the society that awaits.
