Avoiding repetition

Hello,

Is it possible to avoid repeating 'could have' here?

Example: X could have attacked Y, or Z could have.

Meaning is: Either X or Z could have attacked Y. (3)

Is there anther way to frame this sentence to avoid repeating 'could have'? I don't like the above option (3) either.
