Avoid or avoiding

Are both avoid and avoiding possible in this sentence.

He has been avoiding 'to read/reading' my letters.

Oh I am sorry teacher. I meant to say 'to read' and 'reading' in that first sentence.

Just to be on the same page, I understand that only "he has been avoiding reading my letters" is correct. Right?

Would the sentence also be correct and understandable if I exclude 'reading' in that sentence? In others words would the sentence still imply that he is avoiding reading them or would it be vague what avoiding implies?

Sounds odd. How do you avoid an email? eg Change your email address?

You could say He has been ignoring my emails.

I see. I just asked because I think it is understandable to say 'he has been avoiding reading my emails', which is equivalent to 'ignoring', but without 'reading' it is odd as you said.
