Total property losses resulting from lightning strikes in the United States are average several hundred million dollars per year, and lightning is also believed to cause about 10,000 forest fires each year.

Q) I thought "average" should be "averagely" or "on average", I wonder why it is an adjective form "average."

That sentence is incorrect. "On average" works, but "averagely" does not. You could also delete "are", which is better, and which is probably what happened—cut-and-paste error.

That sentence is incorrect. "On average" works, but "averagely" does not. You could also delete "are", which is better, and which is probably what happened—cut-and-paste error.
