Avenues the color of shrapnel shining with the recent rain

Hello everybody.

Would you please paraphrase the following for me?

Talia' s city came into view. The unexpected harmony of russet buildings, avenues the color of shrapnel shining with recent rain.

I guess there is something wrong with the above sentences, but I cannot figure it out.

Thanks so much.
