What does it mean if a chess event is run under the auspices of English chess federation?Who exactly hosts the event?What does English Chess Federation do here?

Well, I hope you're not expecting me to invent a meaning that's more specific than what the dictionary gives!

'under the auspices of X' means X guides, endorses, arranges, encourages. From that you can't say anything very specific.
