August of next year/ august next year?

1. She'll have mastered the intermediate level by August of next year.

Q1) I found that sentence. I was wondering why "of" should be added.
Q2) Can I say "She'll have ... by August next year."? or "...next year August"?

Q2) Can I say "She'll have ... by August next year." ? yes or "...next year August"? No, it's understandable but no one says that.
