In BrE, is it used only for the inside of such a building?

The second meaning you referred to, where people sit, does not have any Br or Am usage limitations. And the first one is American as you suggested, Cobuild confirms the usage, but since Cambridge says "Mainly US", I think you can expect it to be used in Br as well, though maybe rarely. PS.
