Attributive dates

Hi,

Suppose there's a committee within the European Council which was held in session between March 19 and March 20, 1987. During this session a number of projects were approved.
Can I make the whole date an attribute of "session? Like so

- The projetcs X, Y and Z were approved during the March 19 to March 20, 1987 session of the Committee.

I'm not sure it works. I doesn't read very well to me.
Alternatively

- The projects were approved during the session of March 19 to March 20, 1987.

Better?

As a sidenote, can I replace "session" with "proceedings"?

Better? It is. It would be simpler to write the dates as: 19 to 20 March, 1987.
