If you know a bit about HTML, could you please help me?

Use a HREF attribute to an A tag.
Is this correct and can to be replaced by in?

I would use "of". But in most circumstances I would probably write: Use the HREF attribute of the <A> tag. or Use the <A> tag's HREF attribute.
