at/to

1. Today the teacher started speaking at /to me and I freaked out. Should it be 'at' or 'to' me? BTW, sometimes how do you know which is the right preposition like 'in, at, on, etc' to use with a verb?

2. All you do is to make a lot of money. All you do is making a lot of money. Do these two sentences mean the same thing?
