Attain junior school level

In an educational system, one level is known as high school; another, senior secondary school; another, junior secondary school. If a student's proficiency in the Japanese language is not as high as it should be for a high school/senior secondary school/junior secondary school student, how should we phrase the sentence to descibe him/her? Can we say this?:

-His/Her Japanese doesn't attain high school/senior secondary/junior secondary level.

Are there other ways of expressing the same meaning?
