It's not 'below'. It's just 'attached'.
You could say
eg Please refer to the attached document / to the attachment.
eg The xyz document is attached.

eg The xyz document is attached for your perusal.

Please forward the attached document to me.
This is OK, as long as you mean some document that was attached to some letter by someone else, and not sent to you.

I have more difficulty with your meaning than with your English.
Why would you send someone something and ask him to forward it to you?
Perhaps you want him to sign it and send it back to you??
Anyway, the second sentence is correct, even if it makes no sense.

The first "sentence" omits so many words that we must guess at the meaning.
"Please refer to [the] attachment" would give us the exact same information.

Or "The attachment is for your perusal."

Or "Please refer to the attachment, which is included for your perusal."

As an aside, it's also okay to skip the noun and just use the adjective in this sort of language:
Please see the included/attached ~~document~~.
