At/On April 28

www.nytimes.com/2008...
"Based on Barr's 108.1 million shares outstanding AT APRIL 28, the deal is valued at $7.19 billion before assumed debt. In a statement, the companies valued the deal at $7.46 billion before debt."

Shouldn't "at April 28" be "on April 28"?

We're treading in "finance speak" and I often marvel at the lack of proper usage in this sector. I suppose one could also say "as of".
