At/In The Beginning

"At/In the beginning of the year,...."

"At/In the beginning of class,...."

I think dictionaries suggest "at" and "in" are the same. Could it be this simple?

I'm afraid not. Prepositions are seldom simple and your examples are no exception.

In the case of your first example either one is possible but I would need to see the context to

"At the beginning of our communication, you did not mention your budget" (I mean that the customer did not mention in his first e-mail anything regarding the budget)
