In a public place it's generally called a restroom., or Men's/Ladies' Room.

Where are the restrooms? Where is the Ladies' Room? Where is the Men's Room?

In my part of Canada, we usually say 'the washroom'.

And requests for help and information are usually accompanied by the word 'please'.

Use 'the', because you're assuming they have one, and that's the one you want to use.

If you use 'a' you could theoretically get a list of them, some in Paris, some in Kenya, some in Beijing.
