At this stage

Hi,

Which is correct?

AT this stage, we connect a to b.

IN this stage, we connect a to b.

AT this step, we connect a to b.

IN this step, we connect a to b.

Is there a reason why people seem to use both AT and IN? Or is there something I am not seeing here?
