At their earliest convenience

Staff members are requested to send in reports on equipment malfunctions at their earliest convenience.

Hi,

Does "at their earliest convenience" in the above amount to "as soon as possible" or something else?

Thanks.

Pretty much. At the earliest moment that is convenient for them. It's a very polite way of saying, "as soon as possible"
