At the train station

Can one say
a. They arrested Tom, and Pete at the train station.

instead of
b. They arrested Tom, and they arrested Pete at the train station.
?

The meaning of (b) is not the same as in:
c. They arrested Tom and Pete at the train station.

In (b), Tom was not arrested at the train station.
