At the time (when) she most needed him he wasn't there.

At the time when she most needed him he wasn't there.

Can 'when' be left out as in 'At the time she most needed him he wasn't there' ?

I'm not so sure about that.

Anyway, the use of wasn't indicates the original was not intended to be formal.
