At the time and in time of

Please tell me the difference between "at the time of" and in time of".

Is it anything to do with references to a general situation and a specific situation?

We have been good neighbors we have never hesitated to help each other in times of need.

I am giving you 100 dollars. I know it will not be enough for this work. Please don't hesitate to ask me at the time of need.
