"Music was unusual in unifying the youth cultures of East and West at the time the era’s Euro hits make an undeniably apt accompaniment."

I read the above sentence like this: "Music was unusual in unifying the youth cultures of East and West [when/as] the era’s Euro hits make an undeniably apt accompaniment."

Is my understanding correct?

The second clause seems to have a 'narrative / reportage' present tense which is slightly jarring, but I can understand:

- Music was unusual in unifying the youth cultures of East and West as Euro hits make an undeniably apt accompaniment

The assertion, I guess, is that popular German music is quite individualistic before 1989 and again, as they move into the 21st cen
