Can 'at the same as' and 'at the same time that' be used interchangeably?

Also, is this right: he had the heart to give rather than (to) take. (is (to) necessary?)

No. For example: "I left at the same time as that you."

It sounds OK to me. "to" is not necessary.

Thanks, Wordy. I meant something like this: He left at the same time that (or as) I walked in. In this case, I am assuming both as and that are fine?

Both "as" and "that" are used in cases like this, but I personally prefer "as".
