The first sentence doesn't really make sense, because the 'risk' is a moot question. He is repeating

I agree with Philip – it doesn't sound very likely. Cf.

1. At the risk of repeating myself, I would like to emphasise that, in my opinion, Plan B looks far too expensive.

"At the risk of repeating myself" precedes a repeated thought, but probably in different words.
