At the normal form of high school

I need to translate a sentence concerning German school system and am not sure what preposition I should use here: "at" of "in":

The regulation of the Ministry of Education and Cultural Affairs on Grades and School leaving Examination at the Normal Form of High School and at the Transitional Form of High School.
