If the meeting is in the same building as the speaker - that is, very nearby - you use "in." If the meeting is not in the same building as the speaker - say, in the building next door, or in any case, a considerable distance away - you use "at." Some examples:

The woman's secretary: "She's still in the meeting (the meeting is in the same building as the secretary's office)."
