At the least

#1 Where to use comma while using the phrase 'at the very least' at the end of the sentence? For instance: That would lead to peace - or to a compromise, at the very least.
Do we need a comma after compromise?

#2 THey were smart people with an effective solution in their hands. (is it 'in their hands' or 'on/at their hands'). Sometimes, I see 'on their hands', so I am confused.

#3 Where to put a comma when we have however:
The events in the ME showed, however, that the war hadn't helped. (1)
The events in the ME, however, showed that the war hadn't helped. (2)

I am guessing (1) is correct.
