At that time

1) Tom said, "I am listening to the radio now." (direct speech)
2) Tom said that he was listening to the radio then." (reported speech)

In this case, Can I use at that time instead of using then for this reported speech like below?

3) Tom said that he was listening to the radio at that time." (reported speech)

It is really a matter of what your teacher will accept. Converting direct <=> indirect speech is primarily a class drill. As Clive has said, the two phrases are synonymous, but if your teacher is a stickler, s/he may wish you to use one over the other.
