at someone's backing

I'd like to confirm something. If I say Action X is being done "at Person Y's backing", it means that Person Y asked a third person to do Action X and that Person Y will fully support that person while he/she is doing Action X, right? Sorry if it sounds confusing...

Say 'Action X is being done with Person Y's backing'.

This means that Person Y supports the person who is doing the action.
But Person Y may not have asked him to do it.
