I would write:

I made a decision on short notice.

I will make a decision shortly.

I would agree with Davkett here -- on short notice (rather than at), and "shortly" used with the future, not the past.

Hi guys,

I have no problem with 'at short notice', although 'on' is fine by me, too. I wonder if this is possibly AmE versus BrE?

I think 'shortly' is probably less often used for the past, but I see no problem in doing so. It does sound a little literary to me.
